When officers arrived, they found the vehicle had hit a tree. Ramos Damian was booked into the Multnomah County Detention Center and is facing charges of Murder in the Second Degree, Attempted Murder in the First Degree, Assault in the Second Degree, Attempted Assault in the First Degree, and Unlawful Use of a Weapon. Officers and AMR paramedics applied a tourniquet to the wound in an attempt to stem the bleeding. ###PPB###, On Saturday, January 21st at 5:17 p.m. Officers from the Focused Intervention Team (FIT) stopped a silver Honda sedan for a moving violation. The Multnomah County District Attorney's Office was contacted and will continue to be consulted regarding this investigation. The suspect is being detained by police pending additional investigation. The Focused Intervention Team (FIT) and Enhanced Community Safety Team (ECST) initially responded to investigate. The suspect has been contained, but there still is an active danger to the public. Officers used the Community Emergency Notification System (CENS) to alert residents in a four-block radius that there was police activity and ask that they shelter in place. She was evaluated by medics but declined to be transported to the hospital.
