Officers were advised Target Loss Prevention observed Pett fill a cart with merchandise and attempt to push the cart out the exit doors without paying for the merchandise. After officers made contact they determined Yanez Velazquez had a suspended drivers license with a monitoring device drivers permit requiring him to have a Breath Alcohol Ignition Interlock Device (BAIID) in his vehicle.
